After each disaster we add armor to stave off the repeat of the same event, but that assumes that the next disaster will be the same. They never are. Windowless bunkers do not make a community resilient, people do. Places designed to promote the health and wellbeing of individuals and a richness of social networks are the places that show true resilience.
